"Effective December 1, 2002, each apartment home will begin receiving a monthly pro-rated bill that will be generated by [water people]. Your bill will be pro-rated as follows:"
Okay, that part I figured out. Here's where it gets fun:
"The community's master water bill is allocated throughout all occupied units based on the total number of residents in your apartment unit as a percentage of all residents in the community. [Sarah's Crappy Apartment Complex] will continue to pay 25 percent of the total water/wastewater bill, which is the estimated water consumption in the swimming pool, landscape areas, central laundry facilities, and vacant units."
...if any of you can make heads or tails of this, you're better than I.
